يتناول هذا الكتاب في الباب الأول القانون وهو مجموعة من القواعد القانونية التي تضعها السلطة المختصة لتنظيم الروابط الاجتماعية بين الأفراد داخل المجتمع والزام الأفراد بأحترامها وإلا تعرضوا للجزاء ويتعلم عن تطور القانون حيث كان يعتبر في الحضارات القديمة شيئا ثابتا لا يقبل التبديل أو تفكير كقوانين ببابل والمصريين والسبب في ذلك هو العامل الديني، ويفرد في الباب الثاني مساحة واسعة للحديث عن القوانين العامة التي تنظم علاقة الدولة مع الأفراد والقوانين الخاصة فهي التي تنظم العلاقة بين الأفراد أنفسهم بمفرد عن الدولة وعناصر التمييز بين هذين القانونين.
