يتحدث هذا الكتاب عن الإصلاح الضريبي في الصين حيث تعد الضرائب في الصين من أهم مصادر الإيرادات المالية في الصين ووفقا للإحصائيات المقدمة من إدارة الدولة للضريبية أكثر من 90 % من إجمالي الإيرادات المالية ونصيب الإيرادات الضربية إلي الناتج المحلي الإجمالي في الصين منخفض جدا عند المقارنة مع دول منظمة التعاون والتنمية الاقتصادية في حين أن النسبة في الصين تراوحت بين 10 % أو 15 % من الناتج المحلي الإجمالي.
