تريد الشريعة من المكلفين أن يقصدوا إلى ما قصدت إليه، وأن يسعوا إلى ما هدفت إليه؛ مما يجعل للشريعة مصدرين هما : الشرع من جهة، والمكلفون من جهة أخرى، ولكن يجمعهما اتحاد المصب ؛ بحيث يجب أن تصب مقاصد المكلف حيث تصب مقاصد الشارع. يقول ابن القيم : والقرآن وسنة رسول الله -صلى الله عليه وسلم- مملوآن من تعليل الأحكام بالحكم والمصالح وتعليل الخلق بهما، والتنبيه على وجوه الحكم التي لأجلها شرع تلك الأحكام ولأجلها خلق تلك الأعيان.
