يتناول هذا الكتاب ما قام به الدكتور \"ثروت عكاشة\" خلال فترة تولية مسئولية وزارة الثقافة، من العديد من الأعمال وأهمها : إنقاذ آثار النوبة، وإنشاء قصور الثقافة في أنحاء الجمهورية، والفرقة القومية للفنون الشعبية، وفرقة الموسيقى العربية، وإنشاء نظام تفرغ الأدباء والفنانيين، وتشييد دار الكتب والوثائق القومية الجديدة، وإحياء العيد الألفي لمدينة القاهرة، ووجود معرض القاهرة الدولي للكتاب، ووضع اللبنات الأولى لأكاديمية الفنون وغيرها من المؤسسات المهمة التي تستكمل دورها حتى الآن، وكان أعظم أعماله هو محاولته في وقت مبكر جدا وضع سياسة ثقافية للمصريين لتكون بمثابة خط عام يحدد خطوات مصر الثقافية بكل ثبات وثقة نحو مستقبل أفضل.
