يشرح الكتاب كيف انهار النظام السياسي الإخواني في مدة زمنية لا تتعدى العام، وكيف أن الرئيس المعزول محمد مرسي لم يستطع إدارة مكونات ومفردات وقوي ومؤسسات الدولة والمجتمع، ما أدى إلى ثورة مدنية ضد منهجية الحكم وانتفاضة شاملة لكافة القطاعات. يذكر «عودة» في كتابه كيف اتسم النظام الإخواني بتعدد الرؤوس في الحكم منذ بداية الأمر، الذي ولد معها توترا تأسيسيا منذ اللحظة الأولى، لم يستطع النظام تجاوزه، بل ووقع في تروس متناقضة، ويذكر من خلال شرح تفصيلي أن النظام الإخواني كان له خمسة رؤوس كبرى لكل منها أطماعه ومصالحه، الرئيس ومكتب الإرشاد والحكومة ومجلس الشورى وحزب الحرية والعدالة، وسعي هذا النظام منذ البداية إلى تشريح وتسيد منطق الحرب الداخلية بين القوى والفئات المجتمعية بغرض الهيمنة السريعة على مؤسسات الدولة والمجتمع.
