يحكي الكتاب عن أحداث وقعت بهذه البقعة الصغيرة، طبعت تاريخ المغرب وكيفت سياسته ورهنت مستقبله، حيث حط الأندلسيون المهجرون، وتحرك القراصنة والمجاهدون مرورا بتأسيس «جمهورية القراصنة» وانتخاب أجهزتها التنفيذية والتشريعية. ويتناول الكتاب أيضا محطات من حياة المجاهد العياشي، وكيف رابطت على مدخل الوادي الأساطيل الأوروبية إلى جانب وصول المبعوثين والسفراء، وكيف تقاطر التجار والقناصلة والمغامرون والوسطاء على المدينة بحثا عن المال والغنى السريع. ويرى الكاتب أن ذلك النشاط السياسي والبحري والدبلوماسي والاقتصادي ما زال مغمورا، ويتطلب المزيد من التنقيب والتقصي حفاظا على «الذاكرة الوطنية»، وإغناء للبحث العلمي لفترة فريدة من تاريخ المغرب.
