كتاب في الفقه، يبحث المؤلف فيه بمسألة تتعلق بالمفتي نفسه وأحكام الفتوى والمفتين وآداب المستفتي وأحكامه والحسبة على المفتي وأمثاله، فنظرا لأهمية هذا المنصب وكون صاحبه موقع عن الله تعالى، وهو لسان الدين وكتابه الناطق، لذا أراد المؤلف أن ينبه إلى أحكامه وما عليه فعله وما لا يجوز عليه وما يجوز له، حتى يعرف كل مفتي حده فيقف عليه. وتبرز أهمية الكتاب بكون مؤلفه الشيخ جمال الدين القاسمي علامة أهل الشام . وقد تم تحقيق الكتاب زيادة في الفائدة والتوثيق.
