يعالج هذا التقرير موضوعا ذا أهمية حيوية لجيلنا وللأجيال المقبلة : هو القضاء على المظالم الواضحة المستوطنة في النظام الحالي من العلاقات بين الأمم والشعوب في سبيل الوصول إلى خلق نظام دولي جديد يكون فيه لكل فرد حق في حياة الكرامة والرفاه لا يجوز التصرف به. وكان الدافع إليه نتائج الدورة السادسة الاستثنائية للجمعية العمومية للأمم المتحدة التي انعقدت في نيسان وأيار من عام 1974 بمبادرة من الجزائر أيدتها مجموعة البلدان غير المنحازة.
