قبل نيل العراق استقلاله سنة 1921 أسندت حكومة صاحب الجلالة مهمة إدارة شأنه شكلا لحكومة وطنية برئاسة عبد الرحمن النقيب بعد أن أشتعل الشارع العراقي إحتجاجا ورفضا للبقاء تحت سلطة الإحتلال كان هذا الإسناد المؤقت وسيلة لكسب المزيد من الوقت للبحث والتمحيص بمن سيتولى الشأن العراقي بعد إعلان الإستقلال ليس من أجل الأفضل ولكن بقصد الأكثر موالاة وبعد إعلان الاستقلال الأول تشكلت حكومة تناوب على تشكيلها ساسة لم يخرج أي منهم عن مدار المحتل وإن بدرجات مختلفة وعند التحول إلى النظام الجمهوري أسندت مهمة إدارة البلاد واقعا لمجلس الوزراء.
