يركز هذا الكتاب على تبيان وضع السلطة التنفيذية الإتحادية وفقا لدستور جمهورية العراق لسنة 2005 من حيث تكوينها واختصاصاتها ومسؤوليتها إذ بتباين الوضع الدستوري لتكوين للسلطة التنفيذية الاتحادية في الدول الفدرالية بحسب طبيعة النظام السياسي إذ تكون أحادية في النظام الرئاسي وتتمثل في رئاسة الدولة وتختص السلطة التنفيذية الاتحادية بمهام غير تنفيذية وأخرى تنفيذية تتمثل بتنفيذ القوانين الاتحادية في أقاليم جميع الوحدات المكونة لدولة الاتحاد كما تختص بإصدار القرارات الاتحادية التي تهم الدولة بأسرها أي تهم المصالح الوطنية وتكون نافذة في أي مكان في الدولة تعنيه هذه القرارات وفي مواجهة أي من الرعايا.
