يوضح الكتاب أن قضية تطور التعليم الجامعي في المجتمع ليس قضية كم بقدر ما هي قضية جوهر التعليم ومضمونة ومحتواه وطرائقه وكفايتها في خلق القوى البشرية العلمية والتكنولوجية القادرة على الإسهام في بناء المجتمع العصري وفعاليتها والنهوض به في المستقبل، مما يعني إن التعليم الجامعي لا يعنى مجرد جمع المعلومات وإنما يستلزم فوق ذلك ابتداع أدوات للتعامل مع المعلومات تكسبها على الدوام أبعادا جديدة وقدرة تأثير أكبر ويترتب على هذا الإدراك قضية مهمة هي أن قيمة ما نعلمه إنما تكمن في قدرته على التأثير والتغيير وإنه في غياب عمل إبداعي مؤثر فإن العلم لا يكاد يكون له وجود أصلا.
