يعتبر هذا الكتاب بحثا مقارنا في الدساتير العربية لموضوع رقابة الدولة على أعمال الحكومة، والذي يعتبر ميزة الدولة الديمقراطية الحديثة، حيث يراقب الشعب أداء حكومته من خلال ممثليه، فيبارك الحكومة التي تستجيب لإرادته ويحاسب أو يسقط الأخرى التي تتجاهل إرادته وتفقد ثقته. ووسائل البرلمان في مراقبة أداء الحكومة ومحاسبتها لا تخضع للسلطة التقديرية للبرلمان أو الحكومة، بل هي وسائل ترد في الدستور على سبيل العد والحصر، وتخضع للإجراءات المنصوص عليها في النظام الداخلي لكل برلمان، ولذلك فهي تختلف من دولة لأخرى، كما هو موضح في الفصول التسعة للكتاب. ولقد أريد لهذا الكتاب أن يسهم في الدراسات الدستورية المقارنة التي هي سمة الشعب المثقف، والتي يحتاجها المواطن العربي حاكما كان أو محكوما.
