Protector of conscience, proponent of service: General Lewis B. Hershey and alternative service during World War II
The primary figure in the creation and administration of alternative service for conscientious objectors (COs) during World War II was General Lewis B. Hershey, Director of the Selective Service. With an executive order by President Franklin D. Roosevelt placing the responsibility for alternative service on the shoulders of Hershey, any program within Civilian Public Service (the alternative service program for COs) desired by the Historic Peace Churches (Brethren, Mennonite, Society of Friends) needed Hershey's approval before it could commence. As a product of the National Guard, Hershey possessed a strong belief in the duty of the citizen to the state in a time of national emergency. However, Hershey also had Mennonite ancestry and a strong belief in minority rights. Though not personally religious, all of his beliefs towards religion, duty, minority rights, and service contributed to a much more liberal policy for COs during World War II, compared to the insensitive treatment of them during the First World War. In short, \"Protector of Conscience, Proponent of Service\" argues that Lewis Hershey held the primary authority for constructing policy concerning conscientious objection during World War II, and his personal beliefs and actions in shaping alternative service during that time established precedent for the remaining years of conscription in the United States. From the initial peacetime draft in 1940 to the end of conscription in 1973, alternative service remained as the central form of a CO's duty to the state in lieu of serving in the military. Hershey's beliefs and actions during World War II resulted in a concept of alternative service that remained for the following years of conscription in the United States, providing an illuminating example of how the concept of the citizen soldier evolved in American military history and extended even to those who refused to serve in the military.

The Timing of Cloud-to-Ground Lightning Relative to Total Lightning Activity
The first flash produced by a storm usually does not strike ground, but little has been published concerning the time after the first flash before a cloud-to-ground flash occurs, particularly for a variety of climatological regions. To begin addressing this issue, this study analyzed data from very-high-frequency (VHF) lightning mapping systems, which detect flashes of all types, and from the U.S. National Lightning Detection Network (NLDN), which identifies flash type and detects roughly 90% of cloud-to-ground flashes overall. VHF mapping data were analyzed from three regions: north Texas, Oklahoma, and the high plains of Colorado, Kansas, and Nebraska. The percentage of storms in which a cloud-to-ground flash was detected in the first minute of lightning activity varied from 0% in the high plains to 10%–20% in Oklahoma and north Texas. The distribution of delays to the first cloud-to-ground flash varied similarly. In Oklahoma and north Texas, 50% of storms produced a cloud-to-ground flash within 5–10 min, and roughly 10% failed to produce a cloud-to-ground flash within 1 h. In the high plains, however, it required 30 min for 50% of storms to have produced a cloud-to-ground flash, and 20% produced no ground flash within 1 h. The authors suggest that the reason high plains storms take longer to produce cloud-to-ground lightning is because the formation of the lower charge needed to produce most cloud-to-ground flashes is inhibited either by delaying the formation of precipitation in the mid- and lower levels of storms or by many of the storms having an inverted-polarity electrical structure.
TELEX The Thunderstorm Electrification and Lightning Experiment
The field program of the Thunderstorm Electrification and Lightning Experiment (TELEX) took place in central Oklahoma, May–June 2003 and 2004. It aimed to improve understanding of the interrelationships among microphysics, kinematics, electrification, and lightning in a broad spectrum of storms, particularly squall lines and storms whose electrical structure is inverted from the usual vertical polarity. The field program was built around two permanent facilities: the KOUN polarimetric radar and the Oklahoma Lightning Mapping Array. In addition, balloon-borne electric-field meters and radiosondes were launched together from a mobile laboratory to measure electric fields, winds, and standard thermodynamic parameters inside storms. In 2004, two mobile C-band Doppler radars provided high-resolution coordinated volume scans, and another mobile facility provided the environmental soundings required for modeling studies. Data were obtained from 22 storm episodes, including several small isolated thunderstorms, mesoscale convective systems, and supercell storms. Examples are presented from three storms. A heavy-precipitation supercell storm on 29 May 2004 produced greater than three flashes per second for 1.5 h. Holes in the lightning density formed and dissipated sequentially in the very strong updraft and bounded weak echo region of the mesocyclone. In a small squall line on 19 June 2004, most lightning flashes in the stratiform region were initiated in or near strong updrafts in the convective line and involved positive charge in the upper part of the radar bright band. In a small thunderstorm on 29 June 2004, lightning activity began as polarimetric signatures of graupel first appeared near lightning initiation regions.
A review and perspective on Lean in higher education
Purpose The purpose of this paper is to synthesize the accumulated body of research on Lean in higher education, draw conclusions to help guide successful Lean implementations and propose future research directions to establish a rich base of knowledge that informs both practice and research. Design/methodology/approach This literature review examines the academic literature regarding the use of Lean in higher education across 64 publications. EBSCO definitions were used to assess and present the synthesized results, which are detailed at the department/unit level and at the organizational level. Findings Overall, Lean appears to have significant and measurable value when used to improve academic and administrative operations in higher education. Such improvements are effective at the department/unit level or throughout the entire institution. However, implementing Lean within an institution is a serious undertaking that is most impactful if it involves long-term, strategic planning. Research limitations/implications The groundwork has been established for the development of conceptual frameworks to further guide Lean initiatives in higher education. Such frameworks, together with further integration of organizational development and change management literature will define best practices when implementing Lean locally and throughout the institution. Originality/value At the time of this writing, there has been no systematic review or integration of the published literature about Lean in higher education. This review provides a highly useful starting point for researchers interested in further developing theory about quality in academic institutions.
The effects of pretransportation or arrival meloxicam administration to calves entering the feedlot on morbidity, biomarkers, performance, and carcass characteristics
Abstract The objective of this trial was to investigate the effects of using meloxicam as a pretransport or on arrival therapeutic on disease outcomes of bovine respiratory disease (BRD), biomarker outcomes associated with BRD, performance characteristics over the first 42 d on feed, and carcass traits at harvest in cross bred beef cattle. Multisourced, crossbred steer calves (n = 168) consisting of mainly British and British-Continental breeds were purchased from an auction market in central Missouri. Calves were processed prior to transportation and again upon feedlot arrival. Animals were randomized to 3 separate treatments: pretransport meloxicam (PMEL), arrival meloxicam (AMEL), and a control group receiving inactive excipient (CONT). Dosing at 1 mg/kg on weighted averaged administered per os. Animals were weighed and blood was collected pre- and post-transport. Haptoglobin (Hp)-matrix metaloproteinase (MMP)-9 complex, cortisol, and substance P were quantified. Weights were taken again at 42 d and at harvest. Clinical signs of BRD were monitored using indicators of depression, appetite, respiration, and temperature that qualified the animals for treatment. Harvest parameters were collected using a standardized United States Department of Agriculture grading system for quality grade and yield grade. Meloxicam did not have a significant effect on BRD morbidity over the course of the study and there was no significant effect on performance characteristics at 42 d (P > 0.10). Of the calves that did succumb to BRD, no significant differences were found in severity of disease (P > 0.10). Concentrations of substance P and Hp- MMP-9, were increased on arrival (P ≤ 0.05) however no significant treatment effect or interaction were found between AMEL, PMEL, CONT, or across different levels of biomarkers (P > 0.10). Meloxicam use prior to or on arrival does not mitigate disease or improve performance during the feeding period.
