Impact of traffic on air pollution in a mid-sized urban city during COVID-19 lockdowns

In this study, we evaluated the changes in air pollutant concentrations around Milwaukee, WI, during and after lockdown due to the COVID-19 pandemic for a period of 126 days. Measurements of particulate matter (PM1, PM2.5, and PM10), NH3, H2S, and O3 + NO2, were made on a 74-km route of arterial and highway roads from April to August 2020 using a Sniffer 4D sensor mounted to a vehicle. Traffic volume during measurement periods were estimated from smartphone-based traffic data. From lockdown (March 24, 2020–June 11, 2020) to post-lockdown (June 12, 2020–August 26, 2020) median traffic volume increased roughly 30–84%, depending upon the road type. In addition, increases in mean concentrations of NH3 (277%), PM (220–307%), and O3 + NO2 (28%) were also observed. For both traffic and air pollutants, abrupt changes in the data were observed mid-June, shortly after lockdown measures were lifted in Milwaukee County. Indeed, traffic was able to explain up to 57% of PM, 47% of NH3, and 42% of O3 + NO2 variance in pollutant concentrations on arterial and highway road segments. Two arterial roads that did not have statistically significant changes in traffic patterns during the lockdown exhibited no statistically significant trends between traffic and air quality parameters. This study demonstrated that COVID-19 lockdowns in Milwaukee, WI, caused significant decreases in traffic, which in turn had a direct impact on air pollutants. It also highlights the need for traffic volume and air quality data at relevant spatial and temporal scales for accurately assessing source apportionment of combustion-based air pollutants, which cannot be captured with typical ground-based sensor systems.

Recently, there has been greater awareness that combination radiation and temozolomide used to treat glioblastomas may cause increased contrast enhancement on the first post radiation MRI scan. However, this increased enhancement may stabilize or decrease over time and represent pseudo-progression (psPD) rather than true progressive disease. It has never been shown that this phenomenon is greater with combination therapy than radiation alone. To address this question, we reviewed MRI scans in glioblastoma patients treated with radiation alone versus patients treated with radiation and concomitant temozolomide and compared the frequency of psPD in the two groups. Eighteen of 47 patients (38%) treated with radiation alone demonstrated enlargement on their first post-radiation MRI scan and 11 of these 18 (61%) proved to have psPD as defined by no further enlargement on stable therapy for 3 months following radiation. Twenty-four of 45 patients (53%) treated with radiation and temozolomide had enlargement on their first post-radiation MRI scan and 13 of these 24 (54%) had psPD. Median overall survival (OS) in patients with psPD treated with radiation alone was 15.6 versus 12.8 months in those without psPD. Median OS in patients treated with radiation and concomitant temozolomide who had psPD was 24.4 versus 15.9 months in those who did not have psPD. We were unable to detect a difference in OS between the four groups. Presence of psPD, independent of treatment, was associated with prolonged progression-free survival (
P
= 0.05) but not OS. psPD may be more common in combination therapy but most likely by a small margin.

As early year education and very early child care increase, parents and professionals face many difficult questions. What are the effects of early education on children? Are parents fulfilling their roles? What should teachers' roles be? Seldom asked are more basic questions: What are the fundamental needs of young children? Or parents? Or professionals? How can these differing sets of needs be met? Margaret Henry proposes three dimensions of caregiving behaviour through which parents and professionals not only help young children to develop, but can also help one another's development. Evidence of positive change comes both from her own research in family day care and from the work of her students, practicing teachers and child care personnel. Their examples involve often hard-to-reach parents - those who are tired, employed, alienated, bossy and culturally and ethnically diverse. There are practical suggestions here for professionals and parents interested in enhancing their relationships with one another and the outcomes for young children.

How the New York Civil Service Law, the Taylor Law and unions affect New York State Employers

The purpose of this collection of papers is to discuss the New York State Civil Service law and the Taylor Law to demonstrate how these laws affect New York State Employers. I will demonstrate the need to reform these laws in three papers which will examine the laws, their development and impact, and how they relate to overall labor policy in the state. I will also present some proposals on how both laws could be updated. The Taylor Law is a section of the New York State Civil Service Law. The law defines the perimeters of union activity in the public sector workforce. I will also show that some regulation is necessary and that the absence of any regulation can result in problems within the workforce.

Probe Data Dashboards for Interstate Performance Measurement and Winter Operations Management

Performance measurement is vital to the operation of interstates, providing feedback on performance and identifying areas for improvement. An FHWA rule based on the Moving Ahead for Progress in the 21st Century (MAP-21) and Fixing America’s Surface Transportation (FAST) Act requires agencies to implement performance measurement for interstates. One area in particular need of performance measurement is winter operations, which the Indiana Department of Transportation (INDOT) spends up to $60 million on each year. Crowdsourced probe vehicle speed data offers broad coverage of the network without the need for physical infrastructure. However, with approximately 2,677 segment speeds reported at one minute intervals on the Indiana Interstate network, probe data generates 3.8 million records per day and 1.4 billion records per year that require substantial processing to provide real-time information. This contribution of this dissertation is the definition of a series of dashboards and associated processing techniques that provide graphical illustration of interstate performance in many dimensions and a set of quantitative winter operations performance measures that fuse speed and weather data. The dashboards consist of a set of longitudinal dashboards that chart speed ranges, queuing, and travel time, for individual routes or corridors. The Traffic Ticker provides a statewide view of congestion over time, broken down by district, route, and speed. Finally, the Weather Ticker uses both speed and weather data to monitor conditions by snow routes at the district level. The performance metrics, including measures such as time to recovery and storm duration, are integrated with the tool for ease of use by managers. Several case studies are presented, including a major interstate detour, crashes, snow storms, and an ice storm. The range of events portrays the usefulness of the tools and performance measures for after-action review, which can be applied for training and planning for future events. Real-time monitoring with these tools, as shown in the detour case, can allow INDOT to respond to conditions as they develop and mitigate congestion. The dashboards allow for performance measurement with greater resolution and ease than previously available, and the fusion of traffic and weather data allows for a quantitative view of winter operations.
