Within the next few days, every voter household in El Paso County should have received a notice regarding the proposed library bond issue on the Nov. 3 ballot. This mailing is not required, but is a recognition by the Board of Trustees of the Pikes Peak Library District that a large number of voters support the concept of tax limitation proposed in the the Taxpayer's Bill of Rights (Amendment 1) on the same ballot. The PPLD is governed by state law regarding maximum mill levies and maximum growth in exactly the same manner as proposed in TABOR. This limits tax increases to support library improvements without voter approval. In fact, PPLD is the only governmental entity within the state of Colorado which operates at less than the maximum mill levy authorized by law. The Penrose Library improvements are considerably more than blacktop for a parking lot. Along with a three-story enclosed parking facility are an upgrade of heating/air conditioning, rehab of the Palmer Wing, upgrade of the collection management and distribution facilities, asbestos removal from the main library, and overall remodeling of the facility. Comparison of costs per square foot for such a project with either typical single-family dwelling cost or open parking lot cost is inappropriate.
