The past decade has evinced a boom of computer-based approaches to aid movement assessment in early infancy. Increasing interests have been dedicated to develop AI driven approaches to complement the classic Prechtl general movements assessment (GMA). This study proposes a novel machine learning algorithm to detect an age-specific movement pattern, the fidgety movements (FMs), in a prospectively collected sample of typically developing infants. Participants were recorded using a passive, single camera RGB video stream. The dataset of 2800 five-second snippets was annotated by two well-trained and experienced GMA assessors, with excellent inter- and intra-rater reliabilities. Using OpenPose, the infant full pose was recovered from the video stream in the form of a 25-points skeleton. This skeleton was used as input vector for a shallow multilayer neural network (SMNN). An ablation study was performed to justify the network’s architecture and hyperparameters. We show for the first time that the SMNN is sufficient to discriminate fidgety from non-fidgety movements in a sample of age-specific typical movements with a classification accuracy of 88%. The computer-based solutions will complement original GMA to consistently perform accurate and efficient screening and diagnosis that may become universally accessible in daily clinical practice in the future.

No Place to Hide: Refugees, Displaced Persons, and the Recruitment of Child Soldiers

The global number of child soldiers has grown significantly in the last two decades despite a series of protocols designed to curb this trend. They are generally employed in wars where belligerents spend more time attacking civilian populations than fighting professional armies. Used by both governments and rebel groups, child soldiers epitomize many of the problems associated with states at risk: intergenerational violence, poverty, and the failure of efforts to instill the rule of war. Both scholars in security studies and policymakers have largely regarded child soldier recruitment as a humanitarian issue. But recent events have linked child soldiering to insurgency and terrorism, suggesting that this issue is also developing a security dimension. This article examines contrasting arguments about the causes of child soldiering. Using data drawn from nineteen African conflicts, the authors argue that the major explanation for the significant variation in the percentage of child soldiers recruited is the degree of protection against abduction provided by governments and external actors to camps housing internally displaced persons and refugees.

The German Predicament

What does the unification of Germany really mean? In their stimulating exploration of that question, Andrei S. Markovits and Simon Reich sketch diametrically different interpretations than are frequently offered by commentators. One is that Germany, well aware of the Holocaust, has been 'Europeanized' and is now prepared to serve as the capitalist and democratic locomotive that powers Europe. The other is that the proclivities behind Auschwitz have been suppressed rather than obliterated from the German psyche. Germany's liberal democracy was imposed by the allied victors, according to this view, and will one day dissolve, revealing the old expansionist tendencies to try to 'Germanize' all of Europe. Markovits and Reich argue that benign contemporary assessments of Germany's postwar democracy, combined with admiration for the country's economic achievements, contribute to German influence far greater than military might was able to achieve. Yet, at the same time, some Germans have internalized liberal and pacifist principles and now see their nation as powerless, simply a larger Switzerland. As a result, while the Germans have enormous influence and latitude, they have not taken responsibility for leadership. The prime reason for this gap beween ideology and structure, Markovits and Reich suggest, lies in the politics of collective memory.
Comparative grand strategy : a framework and cases
This book develops a new approach in explaining how a nation's Grand Strategy is constituted, how to assess its merits, and how grand strategies may be comparatively evaluated within a broader framework. The volume responds to three key problems common to both academia and policymaking. First, the literature on the concept of grand strategy generally focuses on the United States, offering no framework for comparative analysis. Indeed, many proponents of US grand strategy suggest that the concept can only be applied, at most, to a very few great powers such as China and Russia. Second, characteristically it remains prescriptive rather than explanatory, ignoring the central conundrum of why differing countries respond in contrasting ways to similar pressures. Third, it often understates the significance of domestic politics and policymaking in the formulation of grand strategies - emphasizing mainly systemic pressures. This book addresses these problems. It seeks to analyze and explain grand strategies through the intersection of domestic and international politics in ten countries grouped distinctively as great powers (The G5), regional powers (Brazil and India) and pivotal powers hostile to each other who are able to destabilize the global system (Iran, Israel, and Saudi Arabia). The book thus employs a comparative framework that describes and explains why and how domestic actors and mechanisms, coupled with external pressures, create specific national strategies. Overall, the book aims to fashion a valid, cross-contextual framework for an emerging research program on grand strategic analysis.
Does Donald Trump have a grand strategy?

Six months into the Trump presidency, scholars and pundits are already speculating whether the president has developed a ‘doctrine’ or, more expansively, a ‘grand strategy’. No doubt, unfolding events—in Asia, the Middle East and possibly Europe—will sustain this debate about Trump’s strategy in the months and, possibly years, to come. It will be prompted by disparate events that stretch from directing vocal threats to the North Koreans regarding their nuclear program to demands that NATO members increase their defence budgets. But, stepping back from Washington’s and the media’s news cycle, it is worth noting that such deliberation about the Trump presidency is unexceptional. Grand strategy debates are always fashionable. What is overlooked in these raging debates is a prior question: can Donald Trump—or any other American president—implement a grand strategy in the twenty-first century? Our answer is no, they can’t. Despite the professed differences among US presidential administrations, each in fact responded to them in markedly similar ways. In fact, we argue, Americans may debate a variety of grand strategies. But a combination of systemic international challenges and bureaucratic tussling between civilian and military leaders ensures that any presidential administration simultaneously implements a variety of calibrated strategies (ranging from liberal institutionalism to restraint and even neo-isolationism), depending on the circumstances.
