يتحدث الكتاب عن التخطيط التربوي حيث أن التخطيط التربوي عملية منظمة واعية لاختيار أحسن الحلول الممكنة للوصول إلى أهداف معينة أو كعملية ترتيب أولويات العمل التربوي في ضوء الإمكانات المادية والعناصر البشرية المتاحة. وهو معالجة عقلية وعملية للمشكلات التربوية، تقوم على المطابقة بين الأهداف والموارد المتاحة، وتجري ضمن مضامين الفعاليات البديلة والاختيار الواعي بينها، ثم تحديد الأهداف النوعية التي يجب الوصول إليها في فترات محددة وتطوير أفضل للوسائل لتحقيق الأهداف المختارة تحقيقا نموذجيا.
