Immigrants raising citizens
An in-depth look at the challenges undocumented immigrants face as they raise children in the U.S. There are now nearly four million children born in the United States who have undocumented immigrant parents. In the current debates around immigration reform, policymakers often view immigrants as an economic or labor market problem to be solved, but the issue has a very real human dimension. Immigrant parents without legal status are raising their citizen children under stressful work and financial conditions, with the constant threat of discovery and deportation that may narrow social contacts and limit participation in public programs that might benefit their children. Immigrants Raising Citizens offers a compelling description of the everyday experiences of these parents, their very young children, and the consequences these experiences have on their children’s development. Immigrants Raising Citizens challenges conventional wisdom about undocumented immigrants, viewing them not as lawbreakers or victims, but as the parents of citizens whose adult productivity will be essential to the nation’s future. The book’s findings are based on data from a three-year study of 380 infants from Dominican, Mexican, Chinese, and African American families, which included in-depth interviews, in-home child assessments, and parent surveys. The book shows that undocumented parents share three sets of experiences that distinguish them from legal-status parents and may adversely influence their children’s development: avoidance of programs and authorities, isolated social networks, and poor work conditions. Fearing deportation, undocumented parents often avoid accessing valuable resources that could help their children’s development — such as access to public programs and agencies providing child care and food subsidies. At the same time, many of these parents are forced to interact with illegal entities such as smugglers or loan sharks out of financial necessity. Undocumented immigrants also tend to have fewer reliable social ties to assist with child care or share information on child-rearing. Compared to legal-status parents, undocumented parents experience significantly more exploitive work conditions, including long hours, inadequate pay and raises, few job benefits, and limited autonomy in job duties. These conditions can result in ongoing parental stress, economic hardship, and avoidance of center-based child care — which is directly correlated with early skill development in children. The result is poorly developed cognitive skills, recognizable in children as young as two years old, which can negatively impact their future school performance and, eventually, their job prospects. Immigrants Raising Citizens has important implications for immigration policy, labor law enforcement, and the structure of community services for immigrant families. In addition to low income and educational levels, undocumented parents experience hardships due to their status that have potentially lifelong consequences for their children. With nothing less than the future contributions of these children at stake, the book presents a rigorous and sobering argument that the price for ignoring this reality may be too high to pay. In From Homemakers to Breadwinners to Community Leaders , Norma Fuentes-Mayorga compares the immigration and integration experiences of Dominican and Mexican women in New York City, a traditional destination for Dominicans but a relatively new one for Mexicans. Her book documents the significance of women-led migration within an increasingly racialized context and underscores the contributions women make to their communities of origin and of settlement. Fuentes-Mayorga’s research is timely, especially against the backdrop of policy debates about the future of family reunification laws and the unprecedented immigration of women and minors from Latin America, many of whom seek human rights protection or to reunite with families in the US. From Homemakers to Breadwinners to Community Leaders provides a compelling look at the suffering of migrant mothers and the mourning of family separation, but also at the agency and contributions that women make with their imported human capital and remittances to the receiving and sending community. Ultimately the book contributes further understanding to the heterogeneity of Latin American immigration and highlights the social mobility of Afro-Caribbean and indigenous migrant women in New York.

One-Year Rates of Public Shelter Utilization by Race/Ethnicity, Age, Sex and Poverty Status for New York City (1990 and 1995) and Philadelphia (1995)
This study calculates public homeless shelter utilization rates by sex, race/ethnicity and age status for New York City (1990 and 1995) and Philadelphia (fiscal year 1995) to determine the relative risk for shelter use among different demographic groups in these cities. The resulting shelter utilization rates reveal large disparities among age groups and across racial/ethnic groups, as well as showing different trends in shelter utilization among the two cities. Among the results reported, the rate of shelter utilization declined by 11% in New York City over this period, while the overall utilization rate in Philadelphia has increased to where it is 40% higher than that of New York City. Children under age 5, at a rate of 0.0248, have the highest shelter utilization rate among the age groups studied and the overall rate for blacks is 2.3 times that of the overall population. And while shelter utilization rates among single men have decreased by 30% in New York City, a similar decrease has not occurred among women of early childbearing ages or among young children. Finally, policy implications related to these findings are discussed.
Determinants of Tenure Duration in Public Housing: The Case of New York City
This article examines determinants of tenure dynamics in public housing using data drawn from the tenant data files of the New York city Housing Authority. The probability of leaving public housing is estimated using a hazard model specified as a binomial logit regression with coefficients varying depending on tenure duration. Analysis reveals that tenure duration in public housing depends on demographics, income level and sources, and housing characteristics. People with incomes exceeding 80 percent of the area median income as well as single, young, or very old, white residents and non-Latino immigrants exhibit the highest exit rates. Tenants with income sources other than earnings and welfare (primarily elderly tenants) also show high exit rates. Tenants are more likely to leave smaller apartments and higher-crime neighborhoods. Surprisingly, during the early years of tenure, the formerly homeless have the highest probability of leaving public housing. The decision by elderly people to move out is highly correlated with their need for assisted living.
