Protests Against U.S. Military Base Policy in Asia

Since the end of World War II, protests against U.S. military base and related policies have occurred in several Asian host countries. How much influence have these protests had on the p;olicy regarding U.S. military bases? What conditions make protests more likely to influence policy?Protests Against U.S. Military Base Policy in Asia answers these questions by examining state response to twelve major protests in Asia since the end of World War II-in the Philippines, Okinawa, and South Korea.
Yuko Kawato lays out the conditions under which protesters' normative arguments can and cannot persuade policy-makers to change base policy, and how protests can still generate some political or military incentives for policy-makers to adjust policy when persuasion fails. Kawato also shows that when policy-makers decide not to change policy, they can offer symbolic concessions to appear norm-abiding and to secure a smoother implementation of policies that protesters oppose. While the findings will be of considerable interest to academics and students, perhaps their largest impact will be on policy makers and activists, for whom Kawato offers recommendations for their future decision-making and actions.
Coercion, Survival, and War

In asymmetric interstate conflicts, great powers have the capability to coerce weak states by threatening their survival-but not vice versa. It is therefore the great power that decides whether to escalate a conflict into a crisis by adopting a coercive strategy.
In practice, however, the coercive strategies of the U.S. have frequently failed. InCoercion, Survival and War Phil Haun chronicles 30 asymmetric interstate crises involving the US from 1918 to 2003. The U.S. chose coercive strategies in 23 of these cases, but coercion failed half of the time: most often because the more powerful U.S. made demands that threatened the very survival of the weak state, causing it to resist as long as it had the means to do so. It is an unfortunate paradox Haun notes that, where the U.S. may prefer brute force to coercion, these power asymmetries may well lead it to first attempt coercive strategies that are expected to fail in order to justify the war it desires.
He concludes that, when coercion is preferred to brute force there are clear limits as to what can be demanded. In such cases, he suggests, U.S. policymakers can improve the chances of success by matching appropriate threats to demands, by including other great powers in the coercive process, and by reducing a weak state leader's reputational costs by giving him or her face-saving options.
The sword's other edge : trade-offs in the pursuit of military effectiveness

Disarmed democracies

In Disarmed Democracies: Domestic Institutions and the Use of Force, David P. Auerswald examines how the structure of domestic political institutions affects whether democracies use force or make threats during international disputes. Auerswald argues that the behavior of democracies in interstate conflict is shaped as much by domestic political calculations as by geopolitical circumstance. Variations in the structure of a democracy's institutions of governance make some types of democracies more likely to use force than others. To test his theory, Auerswald compares British, French, and U.S. behavior during military conflicts and diplomatic crises from the Cold War era to the present. He discusses how accountability and agenda control vary between parliamentary, presidential, and premier-presidential democracies and shows how this affects the ability of the democracy to signal its intentions, as well as the likelihood that it will engage in military conflict. His findings have implications for the study of domestic politics and the use of force, as well as of U.S. leadership during the next century. This study will interest social scientists interested in the domestic politics of international security, comparative foreign policy, or the study of domestic institutions. It will interest those concerned with the exercise of U.S. leadership in the next century, the use of force by democracies, and the future behavior of democratizing nations.
Sharing the burden? : NATO and its second-tier powers
Since the fall of the Berlin Wall, NATO's middle powers have been pressured into shouldering an increasing share of the costs of the transatlantic alliance. In Sharing the Burden? Benjamin Zyla rejects the claim that countries like Canada have shirked their responsibilities within NATO. Using a range of measures that go beyond troop numbers and defense budgets to include peacekeeping commitments, foreign economic assistance, and contributions to NATO's rapid reaction forces and infrastructure, Zyla argues that, proportionally, Canada's NATO commitments in the 1990s rivaled those of the alliance's major powers. At the same time, he demonstrates that Canadian policy was driven by strong normative principles to assist failed and failing states rather than a desire to ride the coattails of the United States, as is often presumed. Reconsidering the American Way of War

Challenging several longstanding notions about the American way of war, this book examines US strategic and operational practice from 1775 to 2014. It surveys all major US wars from the War of Independence to the campaigns in Iraq and Afghanistan, as well as most smaller US conflicts to determine what patterns, if any, existed in American uses of force. Contrary to many popular sentiments, Echevarria finds that the American way of war is not astrategic, apolitical, or defined by the use of overwhelming force. Instead, the American way of war was driven more by political considerations than military ones, and the amount of force employed was rarely overwhelming or decisive.As a scholar of Clausewitz, Echevarria borrows explicitly from the Prussian to describe the American way of war not only as an extension of US policy by other means, but also the continuation of US politics by those means. The book's focus on strategic and operational practice closes the gap between critiques of American strategic thinking and analyses of US campaigns.
