Debating European Security and Defense Policy

Dr. Larivé questions whether there is such a thing as a European defense and security policy.
This book analyzes the integration process by clearly illustrating to the reader the two sides of the argument in order to understand the complexity of the problems in the different stages of the creation and implementation of the European defense policy. In doing so, this study asks the question of why has the process been so halting and of such limited scope? Structured in three parts: Theories, analyzing the theoretical debates raised by the positivist paradigms of neorealism, liberalism and constructivism on European security; History, reflecting on the impacts of the Cold War, American foreign policy, the 2008 economic crisis, and the evolution of European strategy; and, Actors, by looking at the role of European institutions, Member States, and the CSDP on the transformation of the European defense policy since 1998. Each chapter is composed of sub questions allowing the reader to grasp the different forces explaining the deepening or lack of the deepening process of the CSDP. Ultimately, this book offers a unique base for fostering discussion, understanding and critical thinking on the CSDP.

This book studies the role of the EU in peace and security as a regional actor with global aspirations, in the context of challenged and changing multilateralism.
Multilateralism, governance and security are three concepts that have attracted a great deal of attention in the past decade and attempts to redefine them have produced lively conceptual debates. More recently, different strands of the literature have found common ground in the investigation of the EU's role in what has been labelled 'multilateral security governance'. Despite being frequently used, the term is yet to be fully clarified, and empirically explored. To contribute further our understanding of it, this book presents a conceptual and empirical exploration of 'multilateral security governance' and the EU's role in it. Expert contributors in the field analyze both traditional and non-traditional security areas, to investigate if and how multilateral security governance functions, and how the EU contributes (or fails to contribute) to the functioning of multilateral governance.

In the two decades since the end of the Cold War, the EU has gradually emerged as an autonomous actor in the field of security, aiming to safeguard European security by improving global security. The Transformation of Europe's Armed Forces
As a result of new strategic threats, Europe's land forces are currently undergoing a historic transformation which may reflect wider processes of European integration. Europe's mass, mainly conscript armies are being replaced by smaller, more capable, professionalised militaries concentrated into new operational headquarters and rapid reaction brigades, able to plan, command, and execute global military interventions. At the same time, these headquarters and brigades are co-operating with each other across national borders at a level which would have been inconceivable in the twentieth century. As a result, a transnational military network is appearing in Europe, the forces in which are converging on common forms of military expertise. This book is a groundbreaking study of the military dimensions of European integration, which have been largely ignored until now. Making Migration Work

The complexion of labour migration in the European Union (EU) has altered in recent years. Not only has there been a shift in the length of time labour migrants spend abroad, but the nature, scale and direction of the migration flows have also changed dramatically. The enlargements of the EU in 2004 and 2007 were influential in this respect. A growing economy and large wage gaps encouraged a large stream of workers to leave the new Member States for the old. The EU’s open internal borders made it easy for them to return home or to move on to another Member State. This publication considers what this means for the future of labour migration and how policy should address this issue.
