The great urban transformation : politics of land and property in China
This book emphasizes the centrality of cities in China's ongoing transformation. Based on fieldwork in twenty-four Chinese cities between 1996 and 2007, the author forwards an analysis of the relations between the city, the state, and society through two novel concepts: urbanization of the local state and civic territoriality. Urbanization of the local state is a process of state power restructuring entailing an accumulation regime based on the commodification of state-owned land, the consolidation of territorial authority through construction projects, and a policy discourse dominated by notions of urban modernity. Civic territoriality encompasses the politics of distribution engendered by urban expansionism, and social actors' territorial strategies toward self-protection. Findings are based on observations in three types of places. In the inner city of major metropolitan centers, municipal governments battle high-ranking state agencies to secure land rents from redevelopment projects, while residents mobilize to assert property and residential rights. At the urban edge, as metropolitan governments seek to extend control over their rural hinterland through massive-scale development projects, villagers strategize to profit from the encroaching property market. At the rural fringe, township leaders become brokers of power and property between the state bureaucracy and villages, while large numbers of peasants are dispossessed, dispersed, and deterritorialized; their mobilizational capacity is consequently undermined.

Informality and the Development and Demolition of Urban Villages in the Chinese Peri-urban Area
The fate of Chinese urban villages (chengzhongcun) has recently attracted both research and policy attention. Two important unaddressed questions are: what are the sources of informality in otherwise orderly Chinese cities; and, will village redevelopment policy eliminate informality in the Chinese city? Reflecting on the long-established study of informal settlements and recent research on informality, it is argued that the informality in China has been created by the dual urban–rural land market and land management system and by an underprovision of migrant housing. The redevelopment ofchengzhongcunis an attempt to eliminate this informality and to create more governable spaces through formal land development; but since it fails to tackle the root demand for unregulated living and working space, village redevelopment only leads to the replication of informality in more remote rural villages, in other urban neighbourhoods and, to some extent, in the redeveloped neighbourhoods.
Street vending in the neoliberal city
Examining street vending as a global, urban, and informalized practice found both in the Global North and Global South, this volume presents contributions from international scholars working in cities as diverse as Berlin, Dhaka, New York City, Los Angeles, Calcutta, Rio de Janeiro, and Mexico City. The aim of this global approach is to repudiate the assumption that street vending is usually carried out in the Southern hemisphere and to reveal how it also represents an essential—and constantly growing—economic practice in urban centers of the Global North. Although street vending activities vary due to local specificities, this anthology illustrates how these urban practices can also reveal global ties and developments.
Housing, urban growth and inequalities
Urban economics and branches of mainstream economics – what we call the ‘housing as opportunity’ school of thought – have been arguing that shortages of affordable housing in dense agglomerations represent a fundamental barrier to economic development. Housing shortages are considered to limit migration into thriving cities, curtailing their expansion potential, generating rising social and spatial inequalities and inhibiting national growth. According to this dominant view, relaxing zoning and other planning regulations in the most prosperous cities is crucial to unleash the economic potential of cities and nations and to facilitate within-country migration. In this article, we contend that the bulk of the claims of the housing as opportunity approach are fundamentally flawed and lead to simplistic and misguided policy recommendations. We posit that there is no clear and uncontroversial evidence that housing regulation is a principal source of differences in home availability or prices across cities. Blanket changes in zoning are unlikely to increase domestic migration or to improve affordability for lower-income households in prosperous areas. They would, however, increase gentrification within metropolitan areas and would not appreciably decrease income inequality.
