The casual-dining segment, which includes Chili's and most of Brinker's other concepts, typically performs better than any other dining segment coming out of a recession, [Mark R. Zellmer] said. Plus, people tend to eat out more as they get older, and time-pressed, two- income families gravitate toward the casual-dining segment. Brinker reported that comparative-store sales were lower than expected in July. But Zellmer says Brinker, with its stable growth pattern, is unlikely to disappoint investors. Declining commodity costs should help Brinker, whose biggest costs are utilities, dairy products, beef and tequila. Zellmer says the closeness of Brinker's price-to-earnings ratio and earnings growth rate suggest it's selling at a \"reasonably good price.\"

\"It was a very clumsy way of regulating something that could have been left to boards of directors and shareholders,\" said Lemma Senbet, professor of finance at the University of Maryland and co- author of a report on executive pay for the Financial Economists Roundtable. \"This section of the code has been counterproductive,\" Senbet said. \"It ends up doing nothing to rein in executive pay, and it actually shifts the structure of compensation away from salaries and stock grants to performance-based elements, such as stock options.\" Kellwood paid Hal Upbin exactly $1 million in salary last year, and its policy statement is typical. \"Kellwood's policy is to structure its performance-based compensation to executive officers to maximize deductibility,\" the company's proxy statement says.

Merenda's comments were made in response to a paper written by Idaho Power community education representative Russ Weedon. The paper can be viewed on the NAPE Web site, www.partnersineducation.org, under the \"2002 Global Partnership Summit\" link, then the \"Submitted Papers\" link. Miguel Farfan has owned the business since September. Shantel Hollins is manager. Other employees include Rachel Jensen, Matt Schenk, Chance Topliff, Tami Robinson, Ainzlee Brower, Zack Rowe and B.J.
