هذا الكتاب حصيلة الفتاوى التي أجاب بها الشيخ محمد رشيد رضا-المولود في لبنان-على أسئلة المسلمين من جميع الأقطار الإسلامية الذين كانوا يراسلونه حين خصص باب \"السؤال والفتوى\" داخل المجلد السادس من مجلته \"المنار\"، خلال الفترة من عام 1903 م حتى وافته المنية عام 1935 م (وكان قارب العدد الألف من المجلة). كانت غايته في هذا الباب توضيح الأحكام الشرعية في أمور كثيرة يحتاج إليها المسلمون في حياتهم اليومية، وقد اتبع في هذه الفتاوى نهجا واضحا هو الاعتماد على القرآن الكريم والحديث الشريف والسنة النبوية قبل كل شيء، وإرجاع الأمور بعد ذلك إلى العقل، مع مراعاة حالة العصر الذي يحيا فيه (حيث احتكاك المسلمين بالغرب، وتقليدهم إياه في كثير من الأشياء، أو بروز نتائج الحضارة المستحدثة التي دخلت إلى الشرق. اعتمد الشيخ رشيد في إجابته للأسئلة على : نص الشارع وحكمة التشريع، والقواعد العامة : كاليسر، ودفع الحرج، ورفع المفاسد، وجلب المصالح.
