يتناول كتاب (رعاية الأحداث في الإمارات العربية المتحدة) والذي قام بتأليفه د. عدنان محمد الضمور، موضوع (رعاية الأحداث) الكتاب يوضح لنا أن مشكلة جنوح الأحداث تعتبر من المشكلات التي تواجه جميع المجتمعات البشرية ومنها مجتمع الإمارات، وبصدور القانون الاتحادي رقم (9) لسنة 1976م، بشأن الأحداث الجانحين والمشردين، وقد راعت مواد هذا القانون مصلحة الحدث وأوجبت رعايته وتقويمه من خلال إيداعه في مؤسسة إصلاحية مناسبة لتأهيله وتعديل سلوكه، ومن خلال إبعاد الحدث عن الظروف التي أدت إلى تشرده أو جنوحه، وإخضاعه لنوع من الرقابة والملاحظة والمتابعة ورعاية أسرته.
