If Israel had intended the barrier as a temporary defensive measure against suicide bombers, it would have been run along the pre-1967 borders, not almost entirely in occupied Palestinian land, he said. The barrier was not about security, but about entrenching the occupation and annexing Palestinian land. The Israeli submission emphasised that the road map called for an end to Palestinian terrorist attacks on Israel, to be matched by an end to Israeli military action in response. In his opening submission to the court, Dr [Nasser Al-Kidwa] condemned the suicide bombings in Israel, declaring them unlawful and \"harmful to the just and honourable cause of the Palestinian people\". But, he continued, the first such attack did not take place until \"nearly 27 years after the onset of this oppressive military occupation\". Suicide bombings were the result of Israeli policies, not the cause.
