\"I think it's pretty clear that that's a piece that's a critical piece for the development of the city,\" [Joe Musso] said. \"This is a bit like doing an oil painting,\" [Steve Heffner] said. \"It's a little bit here and a little bit there.\" Steve Heffner, owner of B&E Junction in York, sits on the seat the engineer was on when the GG-1 Engine 4876 crashed into Union Station in Washington, D.C., in 1953.
