InMonitoring Movements in Development Aid, Casper Jensen and Brit Winthereik consider the processes, social practices, and infrastructures that are emerging to monitor development aid, discussing both empirical phenomena and their methodological and analytical challenges. Jensen and Winthereik focus on efforts by aid organizations to make better use of information technology; they analyze a range ofdevelopment aid information infrastructurescreated to increase accountability and effectiveness. They find that constructing these infrastructures is not simply a matter of designing and implementing technology but entails forging new platforms for action that are simultaneously imaginative and practical, conceptual and technical. After presenting an analytical platform that draws on science and technology studies and the anthropology of development, Jensen and Winthereik present an ethnography- based analysis of the mutually defining relationship between aid partnerships and infrastructures; the crucial role of users (both actual and envisioned) in aid information infrastructures; efforts to make aid information dynamic and accessible; existing monitoring activities of an environmental NGO; and national-level performance audits, which encompass concerns of both external control and organizational learning.Jensen and Winthereik argue that central to the emerging movement to monitor development aid is the blurring of means and ends: aid information infrastructures are both technological platforms for knowledge about aid and forms of aid and empowerment in their own right.

In this timely critique, Greg Goldberg examines the fear that work is being eviscerated by digital technology. He argues that it is not actually the degradation or disappearance of work that is so troubling, but rather the underlying notion that society itself is under attack, and more specifically the bonds of responsibility on which social relations depend. Rather than rushing to the defense of the social, however, Goldberg instead imagines the appeal of refusing the hard work of being a responsible and productive member of society.

Innovation in information and communication technology (ICT) fuels the growth of the global economy. How ICT markets evolve depends on politics and policy, and since the 1950s periodic overhauls of ICT policy have transformed competition and innovation. For example, in the 1980s and the 1990s a revolution in communication policy (the introduction of sweeping competition) also transformed the information market. Today, the diffusion of Internet, wireless, and broadband technology, growing modularity in the design of technologies, distributed computing infrastructures, and rapidly changing business models signal another shift. This pathbreaking examination of ICT from a political economy perspective argues that continued rapid innovation and economic growth require new approaches in global governance that will reconcile diverse interests and enable competition to flourish. This book argues that beneath the Irish trade and foreign investment boom lies a more interesting story of regional innovation promoted by an alliance between the state and local technical communities. This alliance was governed through a decentralized set of state institutions, drawing on 'global' and 'local' economic and political resources. This 'Developmental Network State' has had a significant impact on the growth of Ireland's high tech cluster and is central to the emergence of an international network of 'global high tech regions' from Silicon Valley to Ireland, Taiwan, and Israel. The book provides a detailed study of the rise of the software industry in Ireland and of the state institutions and political conditions which promoted it. It shows how new 'network state' policies and institutions have been central to high tech regions elsewhere.
