Structural, Innovation and Efficiency Effects of Environmental Regulation: Evidence from China’s Carbon Emissions Trading Pilot

Conventional wisdom argues that environmental regulation can trigger both structural adjustments and enhanced innovation. We test this conjecture by using a difference-in-differences approach to analyze the impacts of China’s carbon emission trading (CET) pilot policy on energy consumption. We find that compliance with the CET regulation has triggered statistically significant adjustments in energy structure, industrial structure, and technological innovation. Adjustments in industrial structure also contribute to enhanced total factor energy efficiency, whereas increased technological innovation has mixed effects on energy efficiency. We show that in the short run, government-led innovation does not immediately contribute to improvement in energy efficiency, whereas enterprise-led innovation has a negative impact. It indicates that CET regulation can affect energy efficiency through industrial structure and technological innovation. Overall, our results provide new evidence for the strong version of the Porter hypothesis. Our results also provide strong scientific support for China’s recent transition towards market-based carbon mitigation strategies.

The Belt and Road investment involves a large number of renewable energy projects, but whether the energy efficiency is linked to the Belt and Road Initiative (BRI) cooperation has yet to be established in the literature. This research attempts to close this gap by looking at how the BRI affects the energy efficiency of participating nations after the fact through a counterfactual analysis. Based on the Difference-in-Difference-in-Difference (DDD) and quantile DID methods for the panel dataset covering 178 nations and areas for the period of 2002 to 2018, we explored the impacts of BRI on energy efficiency vary by different energy efficiency quantiles, resource endowments, and income levels. First, the positive effects of BRI are significant in medium-and high-energy efficiency quantiles but are not significant in low-energy efficiency quantiles for up to 30%. Second, the BRI tends to increase more energy efficiencies in resource-rich BRI countries than those in resource-poor BRI countries. Third, the BRI tends to increase more energy efficiencies in low-income BRI countries than those in high-income BRI countries. The findings can assist BRI countries in improving energy efficiency and sustainable development capacity under the initiative, thus resolving the increasing anxieties in climate change and environmental pollution in this area.

Does China’s Low-Carbon Pilot Policy Promote Foreign Direct Investment? An Empirical Study Based on City-Level Panel Data of China

As an important driving force of China’s economic growth, foreign direct investment (FDI) may be affected by China’s low-carbon pilot policy. Therefore, this paper regards the low-carbon pilot policy as a quasi-natural experiment, and uses the difference-in-difference (DID) model and the panel data of 189 cities in China from 2011 to 2018 to explore the actual impact and intermediary mechanism of low-carbon pilot policy on FDI. The study found that low-carbon pilot policy has a significant promotion effect on FDI, and industrial optimization and upgrading is an important way. At the same time, we construct the difference-in-difference-in-difference (DDD) model, and discuss the heterogeneity of policy effect caused by resource endowments and the individual characteristics of government officials in the process of policy implementation. The results indicate that resource-rich cities can enhance the promotion effect of low-carbon pilot policy on FDI. Similarly, when the mayor of the pilot city is a female, or obtains a master’s degree or a doctorate degree, or majored in non-economics, respectively, the policy effect will be more obvious. In addition, in order to verify the reliability of the research conclusions, this paper also uses a placebo test and data truncation to conduct a series of robustness tests.

Impact of blockchain on the green innovation performance of enterprises under the policy uncertainty

PurposeThis study aims to empirically examine how blockchain, one of the emerging Industry 4.0 technologies, can combat climate change by improving their green innovation performance, particularly under conditions of policy uncertainty.Design/methodology/approachThis study utilizes the difference-in-difference-in-difference (DDD) method to explore the effect of blockchain on enterprises' green innovation performance. The analysis is based on data from Chinese-listed enterprises spanning the period from 2013 to 2021.FindingsFirst, the adoption of blockchain in enterprises registered in areas designated as low-carbon pilot cities can significantly improve their green innovation performance. Second, the enhancement of green innovation efficiency emerges as the primary driving force behind the adoption of blockchain, thereby leading to improved green innovation performance. Lastly, it is observed that blockchain adoption has a greater positive impact on improving green efficiency in private enterprises compared to state-owned enterprises in China.Practical implicationsFor managers, the findings can provide valuable insights to help them better prepare for the challenges and opportunities presented by the era of Industry 4.0. For policymakers, this study offers valuable insights into the interaction between new technologies in Industry 4.0 and the performance of green innovation, thereby aiding in the formulation of effective policies.Originality/valueThis study contributes to bridging the existing gap between the adoption of new technologies, such as blockchain, and their potential impact on climate change. Moreover, this research enriches practitioners' understanding of how new technologies in the era of Industry 4.0 can be applied to address significant challenges like climate change.

We investigate the effect on the quality of three high-volume non-emergency treatments of a reform that relaxed restrictions on patient choice of hospital. We employ a quasi difference-indifference strategy and use control functions allowing for patient selection into providers correlated with unobserved morbidity. Public hospitals facing more rivals reduced quality, increased waiting times, and reduced length of stay for hip and knee replacements. This is likely due to regulated prices implying larger losses on these treatments compared to coronary artery bypass grafts, where no effects were found. Our findings are robust to estimation methods and competition measures, allowing for private providers' entry.
