Both hospital systems have decades of experience pursuing and appealing certificates of need -- the most recent example involved the Nemours Foundation's 2 1/2 -year campaign to win state approval for a third children's hospital in Orlando. \"The fact we'll have a medical school, that we have excellent cardiac programs, and we're sending people out of the area [for heart transplants] means it makes sense to have a [heart-transplant] program in Orlando,\" said Karen van Caulil, executive director of the Health Council of East Central Florida.
