Improving irrigation in Asia : sustainable performance of an innovative intervention in Nepal
This text is based on a longitudinal study over two decades on innovative intervention for sustained performance of irrigation systems. It identifies key factors that can help explain the performance of interventions, and explicates lessons for resource management and the management of development assistance.
A Diagnostic Approach for Going beyond Panaceas
The articles in this special feature challenge the presumption that scholars can make simple, predictive models of social-ecological systems (SESs) and deduce universal solutions, panaceas, to problems of overuse or destruction of resources. Moving beyond panaceas to develop cumulative capacities to diagnose the problems and potentialities of linked SESs requires serious study of complex, multivariable, nonlinear, cross-scale, and changing systems. Many variables have been identified by researchers as affecting the patterns of interactions and outcomes observed in empirical studies of SESs. A step toward developing a diagnostic method is taken by organizing these variables in a nested, multitier framework. The framework enables scholars to organize analyses of how attributes of (i) a resource system (e.g., fishery, lake, grazing area), (ii) the resource units generated by that system (e.g., fish, water, fodder), (iii) the users of that system, and (iv) the governance system jointly affect and are indirectly affected by interactions and resulting outcomes achieved at a particular time and place. The framework also enables us to organize how these attributes may affect and be affected by larger socioeconomic, political, and ecological settings in which they are embedded, as well as smaller ones. The framework is intended to be a step toward building a strong interdisciplinary science of complex, multilevel systems that will enable future diagnosticians to match governance arrangements to specific problems embedded in a social-ecological context.
Background on the Institutional Analysis and Development Framework
This article provides an overview of the structure and evolution of the Institutional Analysis and Development (IAD) framework and a short introduction to its use by scholars to analyze a diversity of puzzles. It then addresses the relationship of IAD to a more complex framework for the analysis of social-ecological systems and concludes with a short discussion of future challenges facing IAD scholars.
Reflections on \Some Unsettled Problems of Irrigation\
It is instructive to read the article that Katharine Coman published in the first issue of the American Economic Review to gain insight into the problems of collective action related to irrigation in the American West. One gains further understanding of the problems Coman identifies by using a social-ecological system (Ostrom 2007, 2009) to organize the diverse variables identified by Coman. One gains a general lesson from this analysis that changing the formal governance structure of irrigation is not sufficient to ensure efficient investment in facilities or that farmers are able to acquire property and make a reasonable living. Building knowledge and trust are, however, essential for solving collective-action problems.
A Behavioral Approach to the Rational Choice Theory of Collective Action: Presidential Address, American Political Science Association, 1997
Extensive empirical evidence and theoretical developments in multiple disciplines stimulate a need to expand the range of rational choice models to be used as a foundation for the study of social dilemmas and collective action. After an introduction to the problem of overcoming social dilemmas through collective action, the remainder of this article is divided into six sections. The first briefly reviews the theoretical predictions of currently accepted rational choice theory related to social dilemmas. The second section summarizes the challenges to the sole reliance on a complete model of rationality presented by extensive experimental research. In the third section, I discuss two major empirical findings that begin to show how individuals achieve results that are “better than rational” by building conditions where reciprocity, reputation, and trust can help to overcome the strong temptations of short-run self-interest. The fourth section raises the possibility of developing second-generation models of rationality, the fifth section develops an initial theoretical scenario, and the final section concludes by examining the implications of placing reciprocity, reputation, and trust at the core of an empirically tested, behavioral theory of collective action.
Collective Action and the Evolution of Social Norms
I assume multiple types of players--“rational egoists,” as well as “conditional cooperators” and “willing punishers”--in models of nonmarket behavior. I use an indirect evolutionary approach to explain how multiple types of players could survive and flourish in social dilemma situations. Contextual variables that enhance knowledge about past behavior assist in explaining the origin of collective action. Among the important contextual variables are types of goods, types of groups, and rules that groups use to provide and allocate goods. Finally, I reexamine a series of design principles that were derived earlier from an examination of extensive case materials.
Insights on linking forests, trees, and people from the air, on the ground, and in the laboratory
Governing natural resources sustainably is a continuing struggle. Major debates occur over what types of policy \"interventions\" best protect forests, with choices of property and land tenure systems being central issues. Herein, we provide an overview of findings from a long-term interdisciplinary, multiscale, international research program that analyzes the institutional factors affecting forests managed under a variety of tenure arrangements. This program analyzes satellite images, conducts social-ecological measurements on the ground, and tests the impact of structural variables on human decisions in experimental laboratories. Satellite images track the landscape dimensions of forest-cover change within different management regimes over time. On-the-ground social-ecological studies examine relationships between forest conditions and types of institutions. Behavioral studies under controlled laboratory conditions enhance our understanding of explicit changes in structure that affect relevant human decisions. Evidence from all three research methods challenges the presumption that a single governance arrangement will control overharvesting in all settings. When users are genuinely engaged in decisions regarding rules affecting their use, the likelihood of them following the rules and monitoring others is much greater than when an authority simply imposes rules. Our results support a frontier of research on the most effective institutional and tenure arrangements for protecting forests. They move the debate beyond the boundaries of protected areas into larger landscapes where government, community, and comanaged protected areas are embedded and help us understand when and why deforestation and regrowth occur in specific regions within these larger landscapes.
General Framework for Analyzing Sustainability of Social-Ecological Systems
A major problem worldwide is the potential loss of fisheries, forests, and water resources. Understanding of the processes that lead to improvements in or deterioration of natural resources is limited, because scientific disciplines use different concepts and languages to describe and explain complex social-ecological systems (SESs). Without a common framework to organize findings, isolated knowledge does not cumulate. Until recently, accepted theory has assumed that resource users will never self-organize to maintain their resources and that governments must impose solutions. Research in multiple disciplines, however, has found that some government policies accelerate resource destruction, whereas some resource users have invested their time and energy to achieve sustainability. A general framework is used to identify 10 subsystem variables that affect the likelihood of self-organization in efforts to achieve a sustainable SES.
Crafting analytical tools to study institutional change
Most powerful analytical tools used in the social sciences are well suited for studying static situations. Static and mechanistic analysis, however, is not adequate to understand the changing world in which we live. In order to adequately address the most pressing social and environmental challenges looming ahead, we need to develop analytical tools for analyzing dynamic situations – particularly institutional change. In this paper, we develop an analytical tool to study institutional change, more specifically, the evolution of rules and norms. We believe that in order for such an analytical tool to be useful to develop a general theory of institutional change, it needs to enable the analyst to concisely record the processes of change in multiple specific settings so that lessons from such settings can eventually be integrated into a more general predictive theory of change.
