ثلاثة أحداث جوهرية تركت آثارها واضحة في الشرق الأوسط، وهي: انتهاء الحرب الباردة، وانهيار الاتحاد السوفييتي، وحرب الخليج الثانية وقد ترتب على ذلك إضعاف دور القوى الأساسية الفاعلة في الشرق الأوسط وجنوب غربي آسيا، وكان من شأن ذلك أن أتيحت الفرصة أمام الولايات المتحدة الأمريكية للقيام بمبادرات سياسية في الشرق الأوسط. وهذا بدوره يفرض على الولايات المتحدة ضرورة إعادة النظر في مصالحها في ضوء ظهور بيئة عالمية أكثر فوضوية وتعقيدا، والتركيز في المرحلة القادمة على صياغة السياسة الإقليمية في هذه المنطقة الحيوية.
