يتناول الكتابة ظاهرة الفساد السياسى فى المجتمعات باعتباره السمه السائدة فى العديد من الأنظمة السياسية، إلا أن مستوياته تتباين بتباين تلك النظم حيث إن مستواه ينخفض فى النظم التى تقيم الضوابط المؤسسية بين الفروع الثلاثة للحكم المتمثلة فى (الجهاز التنفيذى والجهاز التشريعى والجهاز القضائى) وآليات فعالة لمنع وكشف هذا السلوك غير المشروع والمعاقبة عليه، بينما ترتفع مستوياته عندما تضعف الآليات المؤسسية لمكافحة الفساد أو أنها لا تستعمل، فيتفشى لدرجة يصبح فيها أمرا مقبولا ومسموحا به، ويبقى من موجبات تدخل القانون الجنائى لفرض الحماية الجنائية للحقوق السياسة وتحقيق المواجهة الفعلية لجريمة إفساد الحياة السياسية.
