يهدف الكتاب إلى تحديد الحالات التي تنهض فيها مسؤولية الصحفي المدنية أو الجنائية أو الأثنان معا وبيان حالاتها بشكل كلي ومفصل لكي يحصل الصحفي على محاكمة عادلة ويأخذ المتضرر التعويض المناسب لجبر الضرر الذي حل بساحته حيث إن إن المسؤولية المدنية للصحفي تعد من أهم مسؤوليات أرباب المهن لأنها نقطة الارتكاز لبناء مجتمع ديمقراطي ناجح وأنها من أهم أسباب رقي المجتمع إذ أن رقي المجتمع يقاس بمدى تمتع الصحافة بالحرية الكافية لمراقبة أعمال السلطة العامة لأن الصحافة تعد سلطة رابعة تمارس دورا رقابيا على أعمال السلطة العامة وعلى جميع مؤسسات الدولة لتسليط الضوء على الاعمال خدمة للمجتمع.
