يهدف هذا الكتاب إلى إثبات أن التعامل مع الحرب باعتبارها مشـروعا عسكريا-فنيا هو أسلوب يفرز نتائج عكسية في معظم الأحوال، وأن الاستعدادات الخاصة باستخدام القوة المسلحة لابد من أن تضع في الاعتبار السياق السياسـي الأوسع الذي تتخذ فيه تلك الاستعدادات. إن إضفاء الصبغة السياسية على الحرب بهذا الشكل أمر صعب، وينطوي على خطورة كبيرة بالتأكيد، ولكن استخدام القوة في غياب هذه الجهود لا يثمر في أغلب الأحيان : فالقوة تفرز قوة، وكل أسلوب له أسلوب مقابل، وهكذا ترتفع وتيرة العنف بشكل تصبح فيه التكاليف النهائية للحرب أكبر من الخلافات السياسية التي أفضت إليها أساسا.
