روسيا بوتين تأليف ليليا شيفتسوفا خلال فترات رئاسته الأولى، أعلن بوتين بأنه يملك في جعبته برنامجا لروسيا: يشتمل تحديثا في السلطة، وشراكة مع الغرب. في الحقيقة، إن الإنجاز المذهل الذي حققته إدارته بخصوص التعزيز الاقتصادي الإجمالي وعلاقاته الودية مع القوى الغربية أكد بأنه كان يسير في الطريق السليم، وبأنه وجد أخيرا ما كانت روسيا بحاجة إليه. لكن تباطؤ الإصلاحات الاقتصادية في العام 2003-2004، والمشاكل الاجتماعية المتفاقمة، واستمرار الحرب في الشيشان، وخطر امتدادها إلى جمهوريات قوقازية شمالية أخرى، وأخيرا الازدياد المأساوي للأعمال الإرهابية في روسيا، كل ذلك وضع القيادة الروسية تحت الاختبار، وفشلت فيه.
