تضمنت الرسالة تمهيدا وثلاثة فصول وخاتمة والاستنتاجات العامة التي توصلت لها الباحثة، كتبت في تمهيد الرسالة مفهوم النخبة والهوية ومدلولاته التي يعبر عنها، ورأي عدد من علماء الاجتماع ومفهومهم للنخبة والهوية، كما عرض التمهيد الجذور التاريخية للطائفة اليهودية وبداية نشاطهم في العراق. تناول الفصل الاول موقف النخبة اليهودية من الاحداث السياسية في العراق1920-1952 وقسم الفصل الى موقف النخبة اليهودية خلال فترة الانتداب الربطاني 1920- 1932 وموقهم من عهد الاستقلال حتى عام 1941، اذ يعد عام 1941 نقطة تحول مهمة في موقف اليهود عامة والنخبة اليهودية ولاسيما بعد احداث(الفرهود)
