يتناول كتاب (محاضر مجلس شورى النواب) والذي قام بتأليفه (سعيدة محمد حسني) في حوالي (2) مجلد من القطع المتوسط وتقاس قيمة محاضر هذا المجلس من خلال عدة جوانب وتلك الجوانب تتمثل في : خطبة الخديو محمد توفيق في افتتاحه للمجلس وقد شملت التأكيد على لفظ الوطن ومعناه، بالإضافة إلى بيان عدد أعضاء مجلس النواب ونوعيتهم، فيلاحظ استمرار العائلات المعروفة من قبل في المراحل النيابية السابقة مثل عائلات : الشريعي، الشواربي، الوكيل وأباظة، بالإضافة إلى أهمية المحاضر والموضوعات التي تم مناقشتها خلال هذه الفترة الزمنية القليلة ومن أهم القضايا التي كان لابد من الإشارة إليها قضية تقدير النواب لنيابتهم عن الأمة المصرية، على سبيل المثال نجد أن أحمد أفندي عبد الغفار نائب مديرية المنوفية يطلب من المالية الكشف عن مقدار دين المقابلة المراد صرفها وابتداء ميعاد الصرف وانتهائه.
