يهدف هذا الكتاب إلى كيفية تصحيح إختلال سعر الصرف والتي تعتبر من أهم أهداف السياسة الاقتصادية في البلدان الناشئة واحد الشروط الأساسية لتطوير الاداء والاستقرار الاقتصادي حيث يصف إختلال سعر الصرف الوضعية التي يكون فيها سعر الصرف في البلد المعني بعيدا عن المستوى طويل الأجل القابل للإستدامة لمستوى سعر الصرف الحقيقي ولهذا فإنه من الضروري تحديد المستوى التوازني حيث يعتمد تحديه على معرفة كيفية تغير سعر الصرف الحر مع الوضع الإقتصادي وبالتالي تحديد كيفية تأثير هذا الوضع على سعر الصرف ليصبح مؤشرا لسعر الصرف التوازني.
