يتناول هذا الكتاب دراسة دور العسكر في السياسة حيث سعى المؤلف في دراسته إلى بيان كيف ولماذا تدخل العسكريون العراقيون في شؤون الدولة في عامي 1936 و1941؟ وإلى تقديم رؤية تاريخية لما حصل وليس عرض نموذج نظرية لدور الجيوش في السياسة وفي رؤية الباحث أن طبيعة المجتمع العراقي ومكوناته والصراعات البينية والدوافع والعوامل السياسية الداخلية والخارجية لعبت دورا رئيسيا في رسم دور سياسي للجيش ولذلك قدم خلاصة عن بناء وتطور نظام الحكم وتركيب سكان العراق وتوزيعه الجغرافي ورأى إنها كانت عاملا رئيسا في خلق عدم الاستقرار في العراق في فترة البحث ومن ثم بحث في أحوال النخبة الحاكمة ووصف الجيش وتوسعه واعتماد الحكومة المتزايد عليه.
