يتناول الكتاب شخصية الفارابي وكيف بدأ ببناء مدينته الفاضلة بأسلوب تنظيمي، فالظروف السياسية هي من العوامل المؤثرة التي جعلته يبحث في كل ما يشكل تلك الرياسة، فكان من أشهر مفكري عصره اهتماما بشئون الرياسة، وكيفية الوصول إليها وممارستها، ولا يمكن أن يتحقق هذا إلا أن يكون رئيس المدينة الفاضلة نبيا أو فيلسوفا ؛ يستمد سلطته من العقل الفعال، وهو في رأيه مصدر لوضع القوانين. وتأسيسا على كون الدستور المعاصر هو القانون العام الذي منه تستمد معظم القوانين، وتأخذ معظم السلطات قوتها وشرعيتها.
