يتناول الإفتاء في المملكة العربية السعودية وطبيعته، من ثلاث جهات : الجهة الأولى تتعلق بالارتباط الوثيق بين السلطة المادية (المتعلقة بالسلطان السياسي) والسلطة الرمزية (المتعلقة بالسلطان الديني)، أما الجهة الثانية فتتناول الإفتاء في السعودية من حيث كونه حنبلي الأصل ولكن الباحث يوضح أن الإفتاء في السعودية ليس صورة طبق الأصل عن المدرسة الحنبلية القديمة، إذ تلبست الوهابية الحنبلية القديمة وشكلتها بنكهتها الخاصة وتتناول الجهة الثالثة مسألة البعد الفردي للشيوخ في السعودية حتى وإن كانوا منضوين تحت مدرسة فكرية ومذهبية واحدة.
