يضم هذا الكتاب بين طياته دراسة في موضوع التجسس وصاحب الخبر في العصر العباسي حيث توزعت على أربعة فصول بحث الفصل الأول صاحب البريد تعريفه لغة واصطلاحا أما الفصل الثاني فقد بحث استخدامات البريد في المجالات الخاصة بالخليفة والخلافة معا وأما الفصل الثالث فقد عرض بتعريف صاحب الخبر وواجباته وأنواعه ثم تأتي بعده أقسام صاحب الخبر ابتداء من الوزير والوالي وصاحب الشرطة وأخيرا قدم الفصل الرابع دراسة موضوع العيون والتجسس على العامة ثم دراسة وسائل أخرى كالدس والتنكر والمراصد والمسالح واستنطاق الوفود والتجار القادمين من الأقاليم بشأن ما يجري في أرجاء الخلافة الإسلامية.
