إذا كان العنف هو أحد أساليب التعامل بين الأفراد وكذا بين الدول، يقوم على استخدام القوة المادية أو المعنوية، فإن \"الإرهاب\" مشتق من كلمة الرهبة أي الخوف، بمعنى وضع الطرف الآخر في موقف الخائف المضطر للقبول بمطالب خصمه. وإذا كانت القسوة في معاملة الخصوم، وكذلك أساليب الخداع والتآمر قد استخدمت في معظم النزاعات على مر التاريخ ؛ فإن تعبير \"الإرهاب\" في مفهومه السياسي المعتمد هذه الأيام فتظهر لأول مرة في أوروبا بعد قيام الثورة الفرنسية ؛ فقد ذكر جورج سباين في الجزء الرابع من كتابه \"الفكر السياسي\" أن أحد المتحدثين أمام المؤتمر الوطني للثورة الفرنسية عام.
