يتناول الكتاب الحديث عن الإعلام البديل وأنه ليس إعلاما مستحدثا، بل هو إعلام متطور ومتجذر في تجربة الشعوب والأمم، ويتميز بجملة من الخصائص التي من بينها : القدرة على التكيف مع تطور وسائل الاتصال وتطور أدوات الرقابة والضغوطات الاجتماعية والسياسية، فالمتمعن في الحياة اليومية للشعوب والجماعات يلاحظ تزامنه مع ظهور الإعلام الرسمي. وأيضا القدرة على التشكل فكثيرا ما يظهر الإعلام البديل في الساحة الإعلامية في أشكال مختلفة وذلك حسب المرحلة التاريخية التي يمر بها المجتمع ونوعية الفاعلين الذين يستعملون الإعلام البديل، ومن أبرز تلك الأشكال الإشاعات والنكت الشعبية والسياسية والتي تعتمد عليها بعض الفئات الاجتماعية عندما تشعر أن الإعلام الرسمي لا يمنحها فرص التعبير عن مواقفها وتطلعاتها.
