يمثل مفهوم «الجيل الرابع من الحروب» أحد المفاهيم الحديثة الأكثر تعقيدا ليس لأنه يتجاوز المفهوم التقليدي للحروب التي كانت تأخذ صورة المواجهة العسكرية المباشرة بين دولتين أو مجموعة من الدول فقط وإنما كذلك لأن هذا المفهوم ما زال يثير جدلا حول مضمونه وأدواته وأهدافه فهناك الكثير من الدوائر العسكرية لا تعترف بهذا المفهوم وتعده مجرد مقاربة قد تنجح وقد تفشل في تقديم إجابات وتفسيرات عقلانية عن تغيير نمط الحروب وطبيعتها فضلا عن غموض الأهداف المرتبطة به.
