يأتي ذكر حكومة الهند في كل مرجع يتناول التاريخ السياسي للخليج العربي ولا نجد-فيما نعلم-نبذة تاريخية تعرف بتلك الحكومة التي عملت نيابة عن حكومة بريطانيا أو بواسطتها لإدارة الشؤون السياسية في الخليج العربي. لهذا عالج المؤلف موضوع حكومة الهند والإدارة في الخليج العربي وبدأ بالتعريف بهذه الحكومة وخصص الفصل الأول لهذه المحاولة، ويبدأ الفصل الأول بالنظر في نواة الشركة التي تكونت في لندن في 1599 بهدف الإنجاز مع الشرق ثم وصولها إلى الهند في 1608 ،وتابع إمتداد هذه الشركة في الهند، وحيازة التجار البريطانيين على نفوذ وممتلكات في الأرض الهندية خولت لهم إدارتها.
