إن موضوع هذه الدراسة هو النظم السياسية ويقصد بالنظام السياسي بصفة عامة \"نظام الحكم في الدولة\"، ولذا فإن نظرية الدولة تعتبر المدخل الرئيسي لدراسة النظم السياسية حيث أن هناك ارتباط وثيق بين النظام السياسي وبين الدولة، الأمر الذي يستتبع بالضرورة أن يكون للدولة دستور تتقرر فيه القواعد الأساسية التي تسير على نهجها، ولابد من وجود سلطة تدير شؤون الحكم وتنفذ النظام السياسي في الدولة. وهي الحكومة، كما لا يمكن إغفال الدور الذي تلعبه القوى السياسية المختلفة الرسمية وغير الرسمية أي مساهمة الشعب في السلطة ً على ما تقدم فإن خطة الدراسة سوف ً بيان حقوق الأفراد وحرمانهم من حيث كيفية تقريرها وضمانات حمايتها، وتأسيسا وأخيرا تشمل الأبواب التالية: الباب الأول: \"نظرية الدولة\"، الباب الثاني: \"نظرية الحكومة\"، الباب الثالث: \"وسائل مساهمة الشعب في السلطة\"، الباب الرابع: \"الحقوق والحريات العامة\".
