مكمن المشكلة التي يتمحور حولها هذا الكتاب، ومنها انبعث سؤال مؤلفه الدكتور عبد الله الطوالبة وفرض نفسه عليه : العرب والديمقراطية.. أين الخلل ؟ هذا الكتاب، يطمح في أن يكون مساهمة في الكشف عن هذا الخلل وفك ألغازه، بهدف تعطيل آليات إنتاج الإستبداد في الحياة السياسية والاجتماعية العربية. منذ سنوات ورأسي يلتهب بموضوعاته-يقول المؤلف-وكانت تبوح بنفسها في الحوارات مع الأصدقاء، وفي لقاءات العصف الذهني، وتفرض حضورها في ما تيسر لي نشره من مقالات وأبحاث. وأعتقد أنها اليوم، محط اهتمام على الصعيد العربي الأوسع، وبخاصة بعد إندلاع أحداث ما يعرف بالربيع العربي وما ترتب عليها من تداعيات.
