أكد القرآن الكريم على أن فريضة الأمر بالمعروف والنهي عن المنكر هي الفريضة الجامعة لكل ميادين الحياة الفردية والأسرية والاجتماعية، وعلى أن وجوبها شامل لكافة المكلفين -من الرجال والنساء- إنها فريضة عامة على عموم الأمة، وفريضة خاصة على النخبة والصفوة من العلماء والقادة والحكماء. وقامت السنة النبوية بتفصيل فلسفة التشريع والمشروعية لإنكار المنكر وتغييره وإحلال المعروف محله، ولمقاومة الظلم والاستبداد والفساد والإفساد. وقد اجتهد الإمام الغزالي في تحويل فقه مقاومة الاستبداد إلى خلق يحكم حياة الناس، وروح تسري في العقول والقلوب ؛ لتحرك الملكات والطاقات في الممارسات لمقاومة منكرات الاستبداد والفساد.
