يتحدث الكتاب عن \"المذكرات الإيضاحية\"، هي مجموعة الأعمال التي تسبق حضور القانون والتي تبين المراحل المختلفة التي مر بها النص عند وضعه وتتمثل في المذكرات التفسيرية للقانون والأسباب الموجبة التي تعد وترفق بمشروع القانون، وكذا مشروع القانون والتعديلات التي تمت بشأنه قبل صدوره، وكذا المناقشات ومحاضر جلسات البرلمان وغيره من اللجان التي تم فيها مناقشة نصوص وأحكام القانون مما يساهم في معرفة القصد الحقيقي للمشرع، ومن ثم معرفة معاني النصوص القانونية، لتشكل تلك المذكرات في مجملها محطة يستأنس ويسترشد بها القاضي في بحثه الدؤوب عن العدالة المنشودة من خلال تحديد معنى النص التشريعي.
